Verkhovye is a village 25 kilometers north of Vitebsk. Together with Rouba, he is subordinate to the Vitebsk City Council and is part of the Zheleznodorozhny district of the city. The border of the Vitebsk region passes through the school stadium in the village. The upper reaches are located on the right bank of the Western Dvina.
